1. Maybe it's not decided yet, they really have no plans. Unlikely, but not impossible.
2. Maybe it's part of the deal with tomochain and their relationship as a customer, they can't disclose it.
3. Maybe they are just afraid of the FUD that might spark if they reveal that they plan to decrease a lot the number of TX because MAYBE they don't really need that much density of transactions for their energy business. Maybe the benefits saturate at a certain level. This is the question. And before the acquisition you could argue for a business decision that would weight in the benefits for the blockchain company, now you can't. (as I said, though, I'm convinced they would have always given most of the benefits to the energy business, regardless of the acquisition)

You should really ask Mark in the staking group, AFAIK there isn't a formalized process for new applications, selection criteria can change.
I applied in the very first round and there was no strict minimum requirement disclosed on the number of LIT needed.

In any case it doesn't make sense to stake less than 50k, as you wouldn't get the 2x multiplier. 50k is quite low honestly, consider that your ROI will be affected by fixed costs (server costs, eth transaction fees), so you want to maximize your LIT stake (500k) for max profitability.

What concerns me the most is that Richard, Kyn and Long ALL have greatly emphasised financial use cases and that these things take a very long time. I thought when mainnet launched we would be getting hundreds of thousands of transactions through the energy sidechain. I thought SAP would be opening their new sidechain but now it seems that SAP and Lition and basically no longer a thing. Richard hadn't even talked about the sale to the 'main advisor' of Lition, Juergen Mueller.
