If you hover over it, it says that it compares the current IV30 to every daily IV30 value over the last year and ranks it based off of that. With a spread you can get a break even that is well below the current underlying price and still get 70% gains if the stock merely stays where it is (if it goes up all the better, this isn't a condor). I'm setting my breakevens at good 3month supports for stocks and then buy 30-60 DTE spreads (to benefit from decay the most) with those breakevens and wait for 40-100% profit, depending on the spread.

Short leg preferably ATM, because that is where the effect of theta and vega is greatest, however it's the ratio of those against the long leg that actually matter the most plus the effect of that leg on your breakeven. For me usually both legs are ITM because I want my breakevens lower for safety.

Just looking at my spreads I just noticed that the long leg's delta tends to be 30% higher than the delta of the short leg at any point (not necessarily .3, but 30% larger value) but that's not what I'm looking at when I pick them. That's probably due to the ratio I was just talking about that I look for, I guess it's the same thing.
