Mempool backlog is actually critical to bitcoin security long term without a block reward. If you clear the mempool with every block, then you just incentivize forking at the tip as miners fight to collect the fees.
If you have a large backlog in the mempool offering fees, then miners instead will move the chain forward instead of fighting over the fees in a single block.
Large blocks simply cannot protect the 21 million cap, they require inflation. Artificial block scarcity relative to demand is the only way bitcoin survives in the future
