I think you might be right. There are (on a very quick glance) about 2.5m wallets, but that doesn’t take into account the number of people holding in exchanges as part of the exchange’s custody wallet. You could probably double or more that number, so say 5m holders (in varying amounts). I would respectfully disagree. There’s nothing to consent to. XRP is just a token to transfer value. This isn’t (in my view) a new currency, which may require consent (not likely though, as most people won’t give a shit that the number on their screen are now represented on a blockchain instead of just on their bank’s computer). That then comes to my original assertion: that retail holders aren’t really good for the product. If this is a bank to bank token, they will want stability and liquidity. That’s not to say there’s a level of retail holding that is acceptable within the parameters, only that *too many* retail holders may start to be a problem.
