Use the "Available to trade without margin impact" number. As long as that's above $0 you will never accidentally owe margin debt (as long as you're only buying and selling shares. Not sure what happens if you do options, short selling, etc).
By doing it this way, you can trade as if you have a cash account, but without having to wait for your cash to settle. If you have Fidelity they'll sometimes email you saying you have a margin debit... Ignore those emails as long as that value is above $0. Technically you've borrowed money since the cash hasn't settled, but they won't charge interest for those days so you'll never actually have a margin debit that way.

The system is a bit confusing but once I figured this out I just treat it like a cash account that doesn't require waiting for the cash to settle from a sale before I can use it again. Have fun and don't invest what you can't afford to lose!
