Yeah, the benefits are additive.

So for example ETH 2 might do 1000-3000 tps alone.

With L2 it could do 100,000-300,000 tps.

For the record, with L2 full adoption ETH 1 should be able to do 1500-4500 tps

Plus you can run computation on the L2 rather than just having data. ETH 2 is considering running predominately data-only shards to avoid the complexity/risk etc and just focus on being very good at the one thing.
