I agree, if it was a closed system where only banks held custody of the coin. The problem here is xrp is open to be traded on exchanges by everyone. Unless both banks agree to not use any xrp found on the open market? how would that even work?

I've been thinking about this actually. The new CBDC blockchain gold backed fednote could benefit from doing something believe it or not Mexico did when their peso was inflating. Which is basically just move it one decimal place.

I'd guess that if XRP turns out to be "the new standard" banks - if allowed to by regulations - would try to buy XRP on exchanges for cheaper than what they agreed to trade within their cabal.
However, if the "cabal" eventually tries to absorb most of XRPs float, I'd expect that prices of exchange trades would constantly be hovering around a certain range making the XRP chart look like a pretty flat horizontal line.
Only "speculators" that still hold XRP would trade between each other at prices above "the bank rate" because they'd bet on an increase of "the bank rate" at some point in the future so when banks start to accumulate again at higher set prices they could sell for a profit. (or for lending purposes maybe, idk if that'll work too)

But their founders would also have to relinquish most of their xrp, and somehow pay off jed before they make the price 2k. In that case, all that's left is to buy up the 15% (15billion) xrp that the retail suppliers hold.
