Generally is counted as income. Depending on what you invested/divested in, if you do the taxes by IRS form, the IRS website has various paths for this with links.

If by program, the program will ask you to enter (should ask you) to enter all information regarding your earned income off of "capital gains".

The best way to do it, I say, is map out your finances. I personally try and keep my tax liability negative or 0 as best I can, (work a job, but also have 1 business, starting a 2nd).

These taxes are greater for short term holds (less than 1 year), than long term holds (1 year or greater).

The short term income is taxed as normal income. It's advisable (assuming you're net positive by the end of the year, and knowing your losses count against your gains) to have a full value at the end of the year, and just pay in the tax. Though, depending on the circumstance it may be wiser to pay in, or whatever.

Ask a CPA or google it but I personally don't see any value in giving the government money that I don't make money on (refer labors/time taken forcefully), unless it's required, and unless it is going to be penalized in addition.
