I think people are giving them to much credit. I don't believe they are actively organizing a pump and dump. I think they just honestly fucked up. There were like 10k people using their card. The card is expensive for them, so they decided to just transfer everything to Binance (Binance is happy to get the clients) and focus on their white label service (which is profitable for swipe). Pay the 10k users 30% of their lockup SXP and they will be happy? Right? What they didn't expect was the market react so negatively. People got very angry. People who didn't even have the card. Swipe for a lot of people became a useless project. After they realized this, they got the cards back (under Binance of course)
