Out of necessity. New environmental regulations give huge penalties for chugging around gas burning poison trucks all day while giving huge subsidies to converting your fleet to clean energy. It's effectively cheaper to get an entirely new fleet than it is to keep the pieces of junk you already have or investing in new junk vehicles that will be a cost sink once penalties come into play.
