One thing i want to point out: im not an expert but my understanding is that ridiculously overpowered nukes are no longer the norm and they less destructive now, but more precise. more like surgical strikes for important targets not giant city-eradicators. even looking at your map, it seems for like say LA, its only targeting certain parts of LA county, so if you're lucky you might avoid a direct strike.

some of those locations aren't very strategic. why would you waste a good ole nuclear warhead on state capitals? take out all of the icbm sites, then military bases starting with the air force, particular whiteman afb. you're not going to have much luck with norad and other command centers, but why not try. state governments are useless in this type of scenario and would be a waste to destroy them with a warhead. better off trying to disrupt their communications with other entities through a cyber attack or fucking up the power grid, that might be the same action.
