Similarly, a lot of Russia's domestic policy goals center on having certain levels of cash reserves and cash flow that depend on oil being higher.

I think the bottom line is that demand is down, and really hasn't recovered to the point where oil can justify >$40 yet. I think we'll see >$40 in 6 months and >$60 in 12 but it just depends.

The answer boils down to what actually constitutes outperformance. The term we use to refer to outsized returns in stocks through skill is alpha. Interestingly leveraged ETFs do not actually exhibit any alpha. Their alpha moreso is slightly negative due to the fees involved. The reason the TQQQ in your portfolio outperforms the market has nothing to do with your skill as a stock picker and relies totally on another term, namely beta. Beta is the multiple of expected returns a basket of stocks returns as measured against an index. The relevant index for TQQQ is COMP which is a mechanically generated composite index of certain Nasdaq stocks. At one time it may have been arguable that picking the stocks in the COMP index was itself a skill but that skill has been mechanicalized and arbitraged out by theory leaving very little if any skill in the process.
So that brings us to the case of TQQQ and its absurd ridiculous returns. Those returns are a mere product of beta. The beta of TQQQ is 3 above the daily baseline COMP because TQQQ is 3x leveraged and rebalanced every day. The "outperformance" you receive involves no skill and is only predicated on COMP having positive returns over the long term.
This is why hedge funds don't typically drop their strategies and go all in TQQQ. You can't sell that because there is no skill to talk up to the client. Its a simple bet on the world markets expanding in the long term.
When you decide to all in TQQQ and hold that is what you are relying on. Not skill. Not picking great stocks. No alpha whatsoever. Hopium in the form of beta. Fortunately you are almost certainly right because true alpha is fiendishly difficult and few hedge funds can pull it off. Even Buffett has lost his shine with the value schtick
