One of the problems of HW wallets, is that you have to have them delivered somewhere, so Ledger, UPS, etc. know where someone lives, who presumably has Bitcoin.

People miss the point of hardware wallets. It's not for cold storage. Storing a key is easy, the issue is what happens when you go to spend? Either your key touches the RAM of a hot machine, at which point all the PGP in the world can't help you, or you use a setup that keeps the keys cold on a second airgapped signing device. That device could be a laptop with clean linux and no internet, or it can be a purpose-made cold signing device that fits the palm of your hand, aka a hardware wallet. Paying $100 to have your cold signing device be compact and specialized for single purpose is worth it, especially if you aren't poor.
