Throughout the day as the Nasdaq 100 goes up and down your leverage changes slightly. At the end of the day if the Nasdaq is up you have more principal than you started with but the borrowed amount is the same so you will be slightly less than 3x. Maybe 2.9x or if it's a really good day 2.7x. If the Nas goes down your leverage will end up above 3x so maybe 3.1x or 3.2 or whatever. Figure that out and between 4 and 4:15 New York time every day make sure the leverage is as close to 3x as you can get. Simple as that.

And I'm not saying TQQQ or a TQQQ-like strategy with futures is necessarily superior or inferior to holding a leveraged position with DITM LEAPs but it's two different things.
To wit in order to get 3x leverage with a Dec. 16, 2022 QQQ LEAP you have to open the 240c. 1/3 of the premium on that call is time value aka volatility. The spread right now is $4.00 which is on the order of 6%. Releveraging daily just based on that is gonna kill you.
Can you make a more than TQQQ with LEAPs? Of course you can but again, in a different way than how TQQQ works which makes it a different strategy altogether

Again, I'm all for holding long term options for the leverage and having a rebalancing strategy that keeps you from getting rekt in a multi-year bear market but it needs to be well thought out and include some stuff like diagonal spreads on the leaps to help offset theta, some option specific risk management, etc. Lots of money to be made but it can get away from you if you aren't diligent
