Someone wants to sell above that price point but needs the buy wall to be low enough he doesn't risk ACTUALLY buying.
If the buy wall is put at 2000 he risks buying BTC at that price (he's selling remember). If he puts it lower, like 1700 or 1800, it won't get the price up to his target which is 2100 by the looks.

Keep an eye on the volume. If the volume continues to steadily decrease, the sell-off is approaching its end at which point the wall will be pulled.

Someone posted a step-by-step pump/dump guide so people know what to look for and identify market manipulation. It's a handy read.
