The fundamental premise of PMs is that they retain purchasing power relative to currency. During deflation currency is increasing in purchasing power, so there is no incentive to hold PMs during deflation.

The issue on the other hand is how sharp the deflation is. Sharp deflation can be followed by high inflation (and in the current markets this would almost certainly be the case, particularly since there is a huge inflation in money supply to try prevent deflation), which means you potentiallly have a short window in which PMs deflate in value relative to currency, followed by a longer boom in value as currency inflates. If the US economy actually recovered inflation would skyrocket unless they pump interest rates 1970s style.

Arguably, for gold there is, if central banks are prepared to burn their gold reserves to keep the price down. But you could also argue that this would only make it worse, since now the market tries to price gold vs a hypothetical gold standard with known govt gold holdings, so if those holdings dropped the price would have to go even higher.
