bitcoin isn't a circuit breaker that a few guys can walk up to and flip a switch.

everyone, I mean EVERYONE has to all update their software at the exact same time to the exact same software - called a hard fork or soft fork. they "fork" the software with a new update. so no, a few guys can't just "change" bitcoin. everyone mining and running nodes has to update to the same software.
