Can someone tell me with certainty whether ETH is going to break up or down from this 370-400 range?

No you medulla oblongatta only brainlet. No one knows. Just wait for a daily green dildo to close above 400 and then buy. Until then keep sucking some big black tranny dick.

61.8% chance it dumps

based on what?

maybe

A dump (and likely a large one) is SIGNIFICANTLY more likely, if you believe in TA. If you don't, then nobody can tell you what will happen, as it has no fundamental reason to pump nor really any fundamental reason to dump.

According to lore, the 2017 bullrun was ended because of excessive btc transactions fees. I have been thinking that might not be such a damper this time if a majority of trading happens on exchanges where no bitcoin transactions actually take place for trades.
But now I’m getting worried that the same thing will happen again but with etc gas fees on distributed exchanges, preventing the alt season from even getting started, and thus holding back the btc bullrun as well. Any opinions on this?

the tx fees mooned because the top was in; the latter was not a cause of the former

it doesn't matter what I or anyone else says on here. Regardless, up imo. ETH is very bullish and undervalued. The network is doing literally more than Bitcoin right now in volume and people are willing to pay more to use it.
