That’s correct.
45% of block rewards get split between the masternodes, while 45% get split between the “regular” stakers.
Masternodes are still more valuable down the line because 1) they receive rewards from trading fees on the network while regular nodes don’t and 2) they get to vote on governance issues. But for right now, staking 15k Xsn vs using 15k to run a master node is virtually identical in payout. And payout is still fine for regular staking too.
