That’s not what decentralized means in this case. It’s literally just that node operators are separate entities, and that there are many of them. It doesn’t matter if link is in a few hands if they have to stake with a bunch of different operators. Additionally 2/3rds of link are still held in reserve by the team, almost certainly in order to give out to strategic partners that will make the network more decentralized in the sense you are talking about.
