In the earth's crust, silver is about 6x more abundant than gold. I don't think there's a significant difference in mining and refining costs. But there's much more demand for gold, both as an investment, and as an industrial material, so it tends to be valued higher than the 6:1 ratio chemistry implies. Historically the value ratio has been anywhere from 16:1 to 100:1
