Stocks respond well to inflation. This is why even a purely PM weighted portfolio should have some exposure to PM miners (producers and juniors), PM royalty companies, and futures contracts depending on risk tolerance and capital.
However, the interest in the metal is primarily from the utter devastation brought to the bond market and treasuries in particular. There are dwindling bonds worth holding without paying huge premiums and treasuries are now negative real returns because of enormous money printing. Conservative "wealth preserving" hedge funds, money makers, and portfolio managers are accumulating gold and silver for the foreseeable future as long as bonds remain dumpster fires. "Zero returns" is better than negative. Which, as currently stated by JPOW, interest rates (the floor of most bonds) will be suppressed until the end of 2021 at the very least.
It is difficult to judge the scarcity of gold and silver as being driven by long positions winning over shorts (especially true with silver after JPM was forced to undo its short manipulation) or issues related to production shutdowns as a result of covid 19.
