Just monitor the smart meters on people homes and if a house is drawing to much power over a long period of time they might execute a search warrant to see if there is a computer there running on the blockchain.

yeah, this coupled with the fact that any underground blockchain would extremely underpowered in terms of computing power compared to what the military - making a takeover very easy, is why I think crypto wouldn't do very well if governments felt threatened by it
