Rebase is at 10pm EST or 0200 UTC. It's every day.
Best time to buy would be either right now to get in before the rebase or immediately after as that'll be the cheapest due to the coin increase and the price going down to reflect it. The rebase tonight is looking to be close to or more than 18%, so it's worth it to get in now. Or do half and half.
