Anyone Romania or eastern Europe here? How does crypto taxes work in your country?

My brother bought and sold about 1k-2k worth of BTC and ETH in December and March and didn't get any letters sent to him to pay his taxes on these gains.
He used Localbitcoins and Kraken with his debit card so obviously they would had found out.

How do crypto taxes work? Can banks simply not report you to the government if the banks don't give a shit about that specific country?

Romanian here. I would pass my crypto through a few Monero wallets so the funds are 100% untraceable, then I would send them to a small exchange with no KYC/AML verification, change the Monero into BTC or ETH, and then sell them at a crypto ATM. We have a few crypto ATM's around the country and you can cash out some money without verification. As long as you only use cash and you don't buy expensive things like cars or apartments no one will notice, unless you brag to people about your crypto profits and someone snitches on you. But even then, I seriously doubt that our tax agencies can prove you sold crypto if you followed the steps I told you about.
