It's a dapp to reward early investors for a short period of time before their main dapp the DAO balancer. Reason it can't go on forever is there is a cap on the supply, would be impossible to.

The vault is essentially a dapp for encouraging people to actively hold and invest in the project, decreasing the sell pressure through the unstable fees and compounding interest gains. Slick af and will get the network pumped for the second dapp release.
