Silver is less my area than gold is - I deal in real stuff not paper however. In the physical world, spot is just a guide price. Real price is spot + premium, not other type of metal is available for purchase. If you're lucky, the seller's premium is zero but that comes down to your sales pitch and what you can do for eachother in future.
It would not surprise me if JPM was doing that, but keep in mind that a portion of the total silver supply is actually consumed in the manufacture of other commodities. Seoul or Incheon is a good example of a city which does that quite heavily - investment silver is not the same as industrial silver as far as making the stuff is concerned but both use spot price as a reference.

Let's take oil for example
It crashed because demand plummeted because quarantines mean less gas spent on driving to work and less road trips and travel in general. Also with people buying less they have less reason to go out of the house
So oil lost so much demand that they actually ran out of space to store it and had to start paying people to buy their oil
There's no reason to believe this won't happen again with California shutting down and Texas and Florida soon to follow
Boomer investors refuse to see reality and still want to pretend coronavirus is over
This won't last forever and once things start crashing again they're gonna crash hard

If silver drops too low supply will lessen because theres less profit in it so it will go up again
