Because the negative rebase can't exceed 10%, and there will be too much demand/buy pressure which will cause it to go above $1 again, hence why it stabilizes around $1 after a long enough period of time (years). It's still early enough that you can reap the rewards of many daily positive rebases in the meantime and make bank.
