In the case of a wire transfer, the dealer immediately sees the money in his bank account and knows that the money is good. As soon as he see the money in his account, he will ship out your metals.

There is nothing wrong with using personal checks. It takes about two or three business days for the dealer to receive the check, another day or two for the dealer to deposit the check, and another four days or so for the check to clear. After that, the dealer ships the bullion and it'll take another three or four business days for it to arrive. If you buy from a reputable dealer, you should not worry about being swindled so it's just a matter of waiting.

I don't buy into the conspiracy theory that you mention. If anything, the US would fall back to a gold standard, not a silver standard. Back when the world was still using specie-backed money, it was the west that was on a gold standard and China (I don't know about the other Asian countries.
