Because you can lobby for minimum prices that price out anyone. You can lobby the free market away. You can lobby free speech away in most countries. So if there is a big failing, like Walmart overtakes your job, everyone's job, there should be an intermediate system to not just cause instant collapse + starvation. It's incredibly hard to function while starving, also incredibly hard to ethically convict people who are starving yet stealing food, the cheap stuff like rice especially so.
Doesn't matter if you were a lawyer or a janitor, this intermediate system should value their sacrifice of time/effort equally.
If I'm wealthy enough and create enough jobs in this horrible system, I can have the option of not paying taxes in exchange for moving my business to a particular state. This option is only for available as a byproduct of extreme wealth and comfort.
