If you are valuing your money against the US dollar and want its USD value to be preserved, get yourself into ANY crypto through whatever local fiat gateway you can get. Then move that into a Binance account, buy the USDC stablecoin and save it on an Ethereum wallet. Alright bro, couple of options here.
You could go the "investor" route and buy bitcoin or ethereum, but my guess is you're most comfortable holdng dollars and are just looking to protect your savings.
First step is going to be buying bitcoin
not gonna lie I have no idea how to do this in your country. A quick search for "buy bitcoin lebanon" didn't come up with any great results. It looks like there is one Bitcoin ATM in lebanon somewhere.
Try and get Ethereum if you can. If you can't get Bitcoin.
If you can only get Bitcoin:
1.) Set up a new account on binance.com
2.) Send bitcoin to binance account (binance will show you how to do this)
3.) Trade for Ethereum
once you have an ethereum balance, install Metamask (firefox extension) on your phone or computer. Back up your seed phrase and keep it in a safe place.
Once this is set up, withdraw the Ethereum to your new metamask wallet. When the ethereum has shown up in your wallet you can trade it for ERC20 tokens which are pegged to the US dollar.
Buy a variety of these tokens so that you minimize exposure to any one of them having issues in the future.

There are tons of ways to buy cryptocurrency here but the most popular way is a face to face meetup where the buyer gives fiat and the seller sends you your coins. You also need to be a bit creative.
The government here declared that cryptocurrency is illegal but they were vague about it. You can still access any exchange online without the need of a VPN, you just cannot use online banking, otherwise they'd freeze your bank account, and exchanges don't even bother working with them anyway.
