Yes. It suits the narrative they want to create, and it achieves their political goals. They want to keep the economy weak up until the election, limit exposure of Biden to the public eye for scrutiny, affect the average American rather than trying to attack Trump (after 3.5+ years of that achieved nothing other than polarizing the country). There's also other end game goals they could be going for, and set a "new normal".

They will also frame the second wave on many states lessening their restrictions in general for the past couple weeks, rather than any rioters or protests. This allows them to curtail blame onto Trump and the Republicans, rather than on the protests/riots.

The narratives are becoming painfully obvious. They tried the same thing with the Kavanaugh hearings. They kept trying to delay them and delay them. They wanted to wait until November when the Democrats won house majority, so that they could decline his admission into the Supreme Court should the trials fail. That is why all the mysterious rape allegations suddenly disappeared, and the incident was largely memory holed from the political consciousness. 2016 also had BLM protests preceding the election to ignite similar racial tensions, and the Houston BLM sniper which was largely memory holed as well.
