The creation of overlay networks allows bitcoin to act as a single reference source while also having different quorum systems that act independently. You will note that I did not say I would get increasingly piratical regarding the block size. Rather, I note in December 2010 just before I left the public development of bitcoin fact that users of bitcoin were getting rather tyrannical.
