Well, it would currently appear (as per the line) that we're in a Rising Trend. As you can see, the number was low a while ago, but now it's high, and although we seem to have hit a Fibonnaci Resistance, all indicators seem to indicate this is nothing more than a Stochastic Resonance Theatre. It would seem like a safe time to buy - as long as there's nothing wrong with the G-Diffusers, we should see a Clockwise Moving Uptrend of 34.55% or 55.89% within the next week. So yes, I would buy.

Buy but set a stop loss right below the trend line of bottoms.

Also depends a lot on what is being traded. If its a bluechip company valued on fundamentals (momentum strategies tend to lose money), I'd be careful. If it's a cryptocoin with no fundamentals whatsoever (momentum tends to make money), I'd be more bullish.
