The hired shills are always from third world countries. Posting via VPN is a lit harder since even if you have a good $10 a month provider, 4chan still blocks it most of the time or you have to solve the slow as fuck captcha for 3 minutes. This would at least set a higher standard for shills since they or their bosses would need to start paying for a good VPN service which will cause the above mentioned problems for shills and their bosses. Not to mention there could very well be leakages of real flags when they forget to turn VPN on or the VPN has some problems.
