Options used as a hedge are always safer than owning the underlying and have almost as much (if not slightly more) upside. The problem is actually trading the option contract, which is just a form of leverage (so still fine to do, just know what you're getting into) and gambling (basically turns options into complex leveraged products without actually trying to understand the risk curve).
For penny stock, I haven't studied the option plays, but I would think you could get $100 of 0.01 otm calls and make out with thousands or tens of thousands on success, while only losing $100 on failure. The goal being, the total you put into those calls is your exact risk value.
