It's all the silver alrdy mined and kept somewhere accessible (safes, warehouses, etc..). It matter a lot since it's the real, immediately availible, silver quantity. And there is less silver availible than gold. Of course gold remain rarer, but since it's so sought after, gold tend to be recycled up to 98%, so any gold ounce mined stay availible basically forever. I'd recommend starting with silver. Easily affordable, and you can get something if silver moons vs. gold. Stacking advice seems to follow the ratio, so that's what I'd recommend too.

Naturally, you want to get as much gold as you can, but that's going to be a goal.

As far as platinum, I'm bullish, but only reservedly so and recommend going here after you stack to a "comfortable level".
