There's far fewer COVID cases than is constantly being predicted, and most of the usual types of patients are no longer coming in. The provincial governments are literally making new contracts to pay doctors extra money essentially because 'business is slow' for the doctors. Some people are getting paid $25k/month just to be available for work that doesn't exist because nothing is actually happening.
