Another anon could explain it in more technical terms, but that post is total bullshit misinformation. There was an amount of premine conducted to set aside a portion of MiloCoin for Milo himself, Gavin, and the early-bird rewards, as well as to make the coin tradable right off the bat. Why? Because those coins can fall very far, very fast. Coins like Milo and Trump are actually pretty stable and really, the only way to go is up.
