A lot of rpl will probably just sit in wallets just like link, bitcoin and most crypto does. Supply and demand of tokens being traded at any particular moment determine price. Amount of rpl required to set up a node is dynamic based on network utilization, at 40-70% the rpl:eth ratio required is 1:1 but it can go as high as 3.5 I believe. Regardless, no node operator is going to keep the bare minimum he needs, rocket pool network can be used by both individuals and businesses, they're going to want to keep some extra rpl so they can expand and set up more nodes in the future.
