it means that as his security appreciates, he should try and keep his stop loss price at a set percentage from its current value as to not lose all profits.

e.g. i buy ethereum at 100, i set stop loss at like 5%

ethereum goes to 200 then back down to 190, stop loss triggers and i take profits.

if he bought at 50 and held until 1400, then when it was at like 1300, he should have had a stop loss at like 1250ish or whatever his risk tolerance was to ensure that when (not if) the dump comes, he comes out with good money, but he can still watch to see if it pumps more.
