Yes. My parents are collectors, and they made more money buying and selling artworks as a hobby than there stock portfolio has performed. Although they never did it for money, the always made sure they weren't buying shit. Moreover they actually only buy things they like.

Especially niche art that is popular among certain wealthy people is very lucrative. Pieces are worth their value because people either appreciate the art, they buy/sell from/to a fellow collector or they are used to move money discretely. Literally no one at the tax department know what you have, what it is worth and how you obtained it. Also good business renting out a collection to art fairs and museums.

One thing to add: pieces of $1m+ only make up one percent of the global art market.

I am not sure what kind of art you are talking about, but when I say art I am referring to the ones you buy in a Gallery or at an auction. Those that come with chain of title, proof of authenticity or anything to guarantee its originality.

When I say art I am actually talking about artist that are featured in museums and fairs.

People who make something and call themselves 'artists' is not what I am talking about. Of course every artists stats as a nobody, but you only start buying pieces when people actually start picking up about it. Not saying that only the Guggenheim counts, every respectable establishment will do. The public, art enthousiasts, have to recognise you as an artist before you actually are an artist.

Some artists will linger in the lowest tier of fairs and shows, others will make their way to the top. Buying from lesser known artists is risky, buying a piece from a known artists with pieces hanging in various museums is a good investment. Of course the latter will be more expensive.

Fyi: my parents have never bought from any pieces from a starting artist. Most pieces they own are +30 y.o. and have recognised value.

My parents bought a piece from an artist that all of a sudden a similar piece got featured in a Centre Pompidou exhibition, 3 years later that piece is probably worth 5 times the price they bought it for 5 years ago. That is lucky. Most pieces just keep their value (price goes up with the inflation rate) and maybe slightly increase in value.

If there is a living artist whose artwork has some value nowadays, chances are they were shilled by an art critic. Some times this would be because there is an obscure collector that's holding a lot of his art for mony laundering purposes.

On the other hand, sculpture, specially metal sculpture has a great value. And it will appreciate over time.
