Start by reading up on local laws. You might be able to scam people without braking any laws.
For example, here in germany, scamming people by offering crimes, then not delivering is perfectly legal. So offering, for example, drugs, would be an easy way to make money.
If you want to do something like that, you'd need to built credibility by reporting good experiences in the usual forums and boards, as well as do search engine optimization first, then gain money for a few months until there's to many negative reports and income slows. Then take your website down, change the design and name and repeat.
Be prepared for the cops to come knocking though, as they might trace your website.
Or do as a buddy of mine did, and regularly send the police data on your customers.

I used to run a very succesful scam.
it involved luring thirsty beta losers and old men to a dating site and get them to buy a subscription. I used fake profiles and wrote a python bot that would operate the profiles. I made quite a bunch of very easy money. Then Facebook came and I couldn't figure out how I could make my bot travel AJAX requests so I quit. I also kinda quit cause I started to feel bad for fleecing so many idiots and luring them to take out their credit cards. it just felt wrong.

Now I'm a Christian and follow God. I could scam and be rich very quick. it's super easy. People are dumber than you think. However it's not worth doing it cause you'll inherit hell after this human experience.

my prototype website also had GEO IP tracking and I would show a small one page advertisement in the language of the country origin IP. this worked very well. I also targetted mostly non English since the English online market is very saturated and not as many idiots there. I used omegle to find polaks, spanish, italian, etc etc speakers to translate some lines I would use to lure em in. Sometimes I paid these people some money. I also had a few actual 14 year olds that made accounts for me. they would spend a few hours making profiles / accounts ( the only thing I hadn't automated with my bot ) and I would pay them with a fucking steam game or some key lmao.

No matter how stupid your idea, people will always fall for it. I didn't imagine people would fall for fake profiles with fake girls, asking to "come buy a subscription at this site cause I don't date here" but so many fucking idiots took out their credit cards. I turned over $50k in a year with my prototype shitty bot. I spent maybe $500 in investments.

Maybe in these days it will start to get harder to scam people online .. i would think so.

it worked like this:

Idiot sees pretty girl profile online
he visits and sends a message
my bot answers with "hey im not active on this website come date me on __SPLASH PAGE__

splash page would be my little one pager php with tracking build in, displaying a message in the local langauage of the visitor. the page was nothing more than 2 lines of text saying "Hey cutie come date me on this website" and a nice picture.

There was never any risk for me, after the first 20k rolled in I understood that no one cares about small petty shit. never tried to hide any tracks. Adultfriendfinder paid me monthly trough paypal. I once had to fill in this weird american form something to do with taxes. I filled it in and kept getting paid.

I didnt have to talk to any of them. I had a bot for everything. To make accounts, to upload pics and edit the profile and then to spam users. It was easy but also confusing at times to figure out which bot detection preset they were using in their system which they switched from time to time. It was good money and I wish it lasted longer. You are very right that you never make a lot of money the "honest" way. At the end of the day, if you're not fucking somebody over, you best bet someone else is fucking you over.
