The tricky part is that now might be a "discount" but with volatility (swings) being still so wild you will not know if you are buying at a high point or low.
You could take advantage of the swinginess by varying the time frame.
Do once a month for 8-12 months and then switch to once or twice a year. Your portfolio will be "sampling" the movement of the market over decades and that in general goes up even if there are dips here and there.

That is what I would personally do. But I have my money in much shorter holds right now for growth. Which is riskier because I could lose a lot in a very short time.
There is another philosophy which is to stay away from buying in at all until the swings aren't so ridiculous from day to day. What is a year to a hold that will span decades outside of occasional rebalancing every few years?

I think the Saudis will keep Carnival alive and, living where I do, I see how passionate people are about cruises.
