Go to Brave Rewards and check your rewards summary. You will see some small text that you've designated BAT to creators who havent signed up for rewards. You'll see a pending rewards link right underneath that.

^That's straight off the Brave FAQ, so you'll get your BAT back after 90 days if they don't register to receive tips. As for convincing them, you can't do much more than asking them to and explaining why its beneficial for them.
