You can select whatever fee you like but there's no guarantee you'll make it into the mempool. Miners can set an arbitrary minimum amount of gas they include a TX for. As users fight for space in the mempool, tx fees grow. You're free to try and send a tx with as little gas as you like, technically speaking but the reality is very different.
https://ethgasstation.info/ should be some indication of how much you need to pay to get a tx processed at all and how much extra you need to pay to get it processed within the next few blocks.
