I don't use sell prices I use sentiment. If I feel the stock price rises too fast too high I sell expecting a pullback. So if it went to 18 today I would immediately sell and wait for the next dip. Until I feel that it's over exuberant I hold while it rises steadily. It's very much about gauging sentiment, which comes from monitoring media headlines, press conferences, etc. However the news makes you feel is how it's making other investors feel. I don't use technical analysis much at all, just sentiment. That's what a price is, how people feel about something.
