No, I think in times like these you have an extremely small amount of trading going on by very large institutions.
And I think that trading is being done by robots and I think there is a sort of echo chamber / feedback loop effect going on where the robots are signaling each other with their patterns of trades and, even though they aren't deliberately colluding (mostly), because they're all trying to solve the same general problem they've come up with some of the same answers.
That all combines together to make for both a market that makes irrational moves (moves that only make sense to the algos based on their mathematical approximations) or small moves that get mistaken for big moves and get amplified by the algos.
