Nah they aren't. In fact the strategy in Wuhan was to test EVERYONE and put EVERYONE who tested positive into central quarantine for 14 days. They've been doing this since the first week of Feburary. Nobody is told to go home, and nobody is even allowed to, once they are determined to have coronavirus. This was in the eyes of the Chinese health authorities the most important intervention they took and what reversed trend of infection. Not self quarantine, central quarantine.
