Classical economists divided the factors of production into labor, capital and land
then neoclassical economists came along and lumped land with capital to confuse people and try to destroy Henry George's theories

you could have a progressive property tax, ie your first residence is taxed normally, as you buy more (obviously for renting) the tax goes up, making renting out more than 1 house too much of a liability (because being without tenants will start costing you a lot).
